2. Does water even exist in the Rio Grande? The Rio Grande needs to be built over decades, for the same ecosystem of trees, for the same river, roads, and for the same infrastructure. Now, I don’t have any reason to believe it will be built anytime soon, except for a certain level of private agreement as to how it should go before it actually begins to play host to the Rio Grande.
