In an attempt to tackle these issues, they want to change UK finance to cut more discretionary spending and expand the power behind it. In particular, they’re committing to a pledge to create new government “spending tax havens,” to encourage people to invest and work and to “promote access to capital, resources and capital goods.” And with funds that contribute both to the UK deficit and to the economy, as well as to government spending at home, they are drawing a double path through the financial system. Despite the huge numbers, these changes will have little to do with the outcome of 2010 or even any subsequent challenges facing the UK economy. Rather, they will be the opportunity to build a much-needed base of jobs and social policy on the country’s farms. This work could be done through concerted efforts and in partnership with local governments, financial services groups and businesses. In the immediate future, the focus of these efforts is on the issue of poverty and lack of access to housing. There are fewer people in the UK than in the rest of Europe, mainly because these numbers can only be kept a small number for the right reasons; for the more than eight years leading up to the 2009–10 UK recession and the subsequent upheaval in the financial system, it resulted in a very different country.
