In February 2018, Chinese foreign ministers began to publish the annual national strategy and reform policy guideline “Core Strategy and reformary Resolutions” between March 2018 and April 2019, which were officially signed by the National Strategy Committee (NSCC) on the assessment of the National HR Reforms of 2011-2014, namely the Global Strategy Committee (GS06), the Institute of Nonproliferation and Security Policy (IQCS) on the assessment of the Security Cooperation Framework (SCF), and the Initiative of Chinese Diplomats (ICD) on the assessment of the China HR Reforms 2014-2019. Among these, Chinese Foreign and Commonwealth Bank of China (CFCB) is the major target in the strategy. The US Treasury Department has already begun to issue guidance on the strategy further, under the so-called “Zero-Bogus” guidance in February 2019. The Chinese International Finance Guarantor Institution (CIFLI, Chinese Taipei, China) was also a key recipient of GDCF support for the assessment effort. A broad-based strategic plan is also ongoing. In the strategic policy guideline for the reformary work volume, the Ministry of Foreign Affairs (MAF) has noted that in 2019 the Chinese central government and China’s national governments will have to move forward with the revision of these reforms, which will take their initial steps to the date of completion.
